The Japanese government has announced a new regulation requiring all new vehicle models to be equipped with safety devices designed to prevent gas pedal misapplications, set to take effect in September 2028. This initiative aims to address increasing concerns about accidents involving elderly drivers mistakenly accelerating instead of braking.
The Ministry of Land, Infrastructure, Transport and Tourism is in the process of amending the ministerial ordinance under the Road Transport Vehicle Act. This legislation will mandate that all automatic vehicles incorporate the pedal safety devices, although it will not extend to manual transmission vehicles.
Under the new rules, the devices must be able to prevent sudden acceleration when there is an obstacle located between 1.0 and 1.5 meters ahead, ensuring that the vehicle's speed does not exceed 8 kilometers per hour, even if the driver fully presses the accelerator pedal. Drivers will also receive in-vehicle notifications indicating when the system is active or when they need to remove their foot from the pedal.
A recent survey conducted by the ministry revealed that as of 2023, approximately 93.8 percent of cars manufactured in Japan were already equipped with such safety mechanisms, which can control both forward and reverse motion. This widespread adoption suggests that the impact of the new regulation on automakers may be minimal, as many vehicles already comply with the upcoming requirements.

For instance, there have been recent reports of injuries resulting from vehicles colliding with pedestrians, highlighting the need for improved safety technologies.
